10 Ranked Empires
55 Total Empires
To be ranked, an empire must have an empire capital city. It must also have cities or bases in at least two solar systems.

Allies (+) and vassals (-) are indented beneath their sworn empire to show their contribution. The score is not necessarily the sum of the system counts because systems can be shared by more than one empire.
