Cities failing to import food

Reported by sleepy on 14 Oct 2026.

Seemingly at random, a colony (connected to my food-producing capital by airport) will fail to import food and enter starvation. I most often see this when first starting up a new colony, but it has also happened out of nowhere to existing colonies that had no issues before.
