GUI Layout - Not All GUI Layouts Save Their Screen Position

I love using the GUI Layout and splaying them all across my various windows so I look like a scifi nerd. When I restart the game, only a few return to their original positions. Building F10 and Comm F3 don't, while the others seem too.
